Seems you`r e confusing yourself. C series doesn`t have any COntent library, its B series feature.
To have your TV rooted, you have either use I@TV widget hack (firmwares T-VALDEUC-3005.0 and below) or Hotelmode hack (firmwares 3006 and above).
Both of metods are permanent, but could be removed if wanted.
