Change Local set to EU-Benelux

Hello I live in the Netherlands and to use my CI+ card for UPC I need to set the the local set to EU-Benelux, But I can only
choose EU all, EU israel or EU only for example. With this local set settings I can`t use the CI+ card as it`s ment to.
Does anyone know how to set the " local set " to EU-benelux. Is this probaly a firmware problem?
