Sync apps as develop and run only as normal user?

Am I mistaken that I can only run user apps as normal user after I uploaded them via the web server while logged in as develop?!

When I try to run the just uploaded app as develop it takes ages to load and just drops out again. Logged in with the normal account the app works.
It was an enourmous chore to switch back and forth between the accounts for small changes. That can?t be it.

(Actually I got this solved by dynamically loading the JavaScript from the HTML module, but I still would like to know!)

Is there anything that I need to obey that the app runs in develop mode?
As I recently realized: Some router hick-up prevented the app upload. No idea why, but after its reboot the sync web server -> TV worked again.
(The DNS resolve can?t be the problem as I use IP addresses!)

Maybe I just ran into some router problem while trying to run in develop mode!? Or is security the cause?
