Power via USB when TV is off

Hello,
is it possible to use USB (HDD) port to power (e.g. Raspberry Pi) even when TV is switched off. It does not work like this by default, but maybe this is something that could be configured (via service menu?)

but makes no sense, usb power form TV is mx 2A to low / rpi use 2.5A
