ON/OFF over LAN with CMD

Hi,
I search for the Solution to Switch ON/OFF my samsungTV over LAN. I wont to Switch ON when i start the PC (WinXP 32bit) behind the TV (Startup).
My SamsungTV's are used for an Informationmonitor-System and it must run without manual activity.

The ON is not possible, ethernet port does not watch for any packets while in standby. The solution could be some IR device (e.g.Iguanaworks) which could sent power on/off signal to your TV.
The OFF is possible, you just need to enter

the Position of my PC isn't in the same Room as the TV.

Is the WAKE ON LAN App to start the PC or to start de TV?
