CODING FUNCTIONS FOR NEW TV REMOTE CONTROL

I am developing a new simple UNIVERSAL REMOTE CONTROL
for a needy demographic and require assistance/direction in
finding freelancers who have experience in various areas,
to perform the task of designing the coding (PCB) to have
the device do the:
DAILY FUNCTIONS
SETUP FUNCTIONS
anything that you can suggest (direct me to) to shortcut he
learning curve and coding implementation would be greatly
appreciated; such as:
- LIRC and info re public domain codes for matching TVs & STBs
- available circuit boards with built-in functions for our prototypes
- where best to purchase the circuitry we need for our prototypes
- reports/papers/documents to explain 'how to' aspects of this project
- other people that could assist us (CAD re case/coding)

I am off to China to the HK Electronics Show, Canton Fair and
visits to several factories (Oct 11-27) to "investigate" all aspects
of the project and developing working prototypes asap
(without divulging any secrets):
GUI KEYBOARD DESIGN (MEMBRANES)
CASE DESIGN (PLASTIC)
CODING DESIGN (PCB)
I do need as much assistance as possible to get this project underway
and generate prototypes asap - all at minimal costs! So thanks for
