Unlock "Loca Set" on ES6100

Hi friends.
i'm italian and I've an import smart tv model ES6100 of East Europe.
I've problem with the channels order because in the research setting there is not italian setting, but only of East Country.

I've read that entering in the "service menu" I can change Local Set from "EU" to "EU_Italy", unlocking italian settings.

"Local Set" is blocked.

I've also tried "ruSamsungTVCommunicator".
Remote control works, but when i press "Factory" and "3Speed" buttons, "Local Set" option in Service Menu don't unlock.

Why? Any ideas?

I've latest fw on tv (T-MST10PDEUC-1037.0)

you have to use IR led transmiter/arduino/factory remote. Check wiki.
