i have ue46f7090 with problems like powerloop.
After EEPROM RESET comes the picture with the text "please go to the service mode........." but the input from the remote have no effect and the tv turns power off and on.

unfortunatetly I can't help you, but I've a bricked f7090, too
I did not an EEPROM reset, yet (but changed an other setting in the servicemenu which obviously caused the boot loop)
After reading your post, I also think it is not a good idea to reset the EEPROM
Could you solve your problem in the meantime?
Do you (or anyone else) know, how much a repair would cost?
(My device is < 2 years and would be still in warranty, but I think samsung will void warranty if you have accessed the service menu )
If the reset is my last option I would definitively try to backup the eeprom content with http://www.lancos.com/prog.html
