CI difference compare to ES series

Hey guys (and girls)!

I have the following problem. I have 2 Samsung TVs: 40ES5500 and 48H6400. They are both great TV, but the latter cause me some problems with CI module. We have ISP, which provide DVB-T signal for TV. They have developed their own CI module, which decodes encoded channels. This CI module works like a charm on ES5500 series, but the same module does not decode channels on H6400. The CI module is correctly recognized on H6400, but channels remains locked.

I already contact the ISP provider and they told me that they already solving the problem with the help of Samsung. I suspect that this problem does not have high priority at their company and I don't want to watch TV with their stupid and awkward Set-Top Box...

I would also contact samsung but I don't know, which contact (email) should I write to... If anyone knows some good contact, please write it down...

I already checked service menu (by pressing "info + menu + mute + power" buttons on remote) on both TVs and I notice that on H6400, setting "CI+ 1.3" was turned "ON" and on ES5500 was turned "OFF". I tried to change that on H6400 but the CI module still don't decode channels...

What could be the main difference with ES and H series relating to CI module (and its decoding)? I believe (and hope), that this problem could be solved just by changing some setting in service menu...

If anyone have any idea, what could be wrong, please advice me.
