40F6400 Broadcasting Menu disabled

Hi all ,
i have Samsung UA40F6400AR , i wanted to install onlineTV (viewtopic.php?f=63&t=8760) ,
but the "Broadcasting" menu is disabled and when i try to access it , it says "This Function isn't available".

how i could enable it ?
