Video AR Fix is not related with PC -> HDMI thing.
It's for internal mediaplayer like playing videos from USB, DLNA, NFS or SAMBA.

At your scenario, you needed to set TV to stench/fit setting.
And If you use ATI, that could be problem with overscan, reduce Hz to 50 ( from 60 ) that will be resolve your problem. :)
