You can use our tools at your LED TVs. But We don't know any information about UN26B460, you needed to inspect that HW for us.

I don't understand what you mean with NTSC/PAL playing, It's HW related thing and we have nothing to do for that.

as much as i have read about this subject (NTSC/PAL) your TV`s are set to NTSC only because of the Motion Plus 120/240Hz technology.
240hz are an multiple of the 60hz NTSC system, PAL uses 50hz witch your TV`s simply can`t handle.
As mentioned by you, it`s an technical problem, i doubt it could be changed by Firmware.
Something you might try, get an DVD player witch can handle both, NTSC and PAL and set his output to NTSC, so the DVD player should Upscale 50 to 60hz.
